After Major-General Sir Frederick Roberts had occupied the Afghan capital of Kabul in October 1879, the British met with many of the tribal leaders in order to win their support for a political settlement and negotiate peace terms. British efforts to gain tribal support also involved the payment of large cash subsidies.
