The 'General List' for service with service battalions was created in 1914. It soon evolved into a wider pool of officers awaiting allocation to any regiment or corps. The General Service Corps was established in 1942 to serve the same purpose in World War Two (1939-1945).

Campbell, formerly of the Assam Valley Light Horse, served with the 2nd King Edward's Horse from 1915 until 1917. In 1917 the unit, on its return to England from the Western Front, was disbanded with many of its members joining the newly formed Tank Corps. In 1918 Campbell received a commission and served with the Labour Corps.
